This character has no official visual representation in any Transformers product or media... yet, at least.

If there is one characteristic that defines Gould (first name unknown), it is his bottomless and unquenchable greed. He is willing to betray his country and his species if it means he can become rich in the process. Though he never did achieve his dreams of becoming obscenely wealthy within his lifetime, his son Dylan Gould would in time. He has a habit of calling his son "buddy" whenever he is in the presence of a business associate, human or otherwise.

Fiction

IDW Dark of the Moon prequel comics

Gould was employed by NASA as an accountant during the 1970's. At some point, he was approached by Soundwave. The Decepticon used Gould to manipulate the NASA budget and make further moon landings financially infeasible, thereby preventing humanity from discovering the wreck of the Ark on the lunar surface. Gould did so, in exchange for financial gain that Soundwave provided by tapping the stock market. Thanks to Gould's interference, the 1972 landing was last excusrion to the Moon for a long time. In 1979, Soundwave called upon Gould to meet in person once more. The Decepticon believed matters on Earth were secure, and so informed Gould that he would be leaving the planet for a time. Gould brought his son to this meeting, as he intended for Dylan to take over his position as Decepticon liaison in the future. Indeed, Dylan did supplant him as the Decepticon's human henchman upon the Decepticon's return to Earth. Convergence chapter 4
