Torca and Rosanna - TransTechs or not?

Anyone know the exact identities of the Torca and Rosanna mentioned in the Rook blog? They could possibly be pre-existing character archetypes, but both their sparse descriptions don't seem like that of offworlders. Criminal profiler Torca has a respected reputation in the OZSA while Rosanna is at a party with Senator Ratbat, someone who is rather unlikely to allow offworlders into his home. S.H.I.E.L.D. I belive that Torca is indeed a TransTech. As for Rosanna, her info is currently on the Rosanna (KP) page. Considering she is described as a co-judge for Cybertron's Got Talent with several other characters that are offworlders, I think she might be one as well.
