G.B. Blackrock created the Anti-Robot Photonic Multi-Cannon as a new line of defense against attacks from Transformers, particularly attacks on his oil rigs and factories. It was sabotaged by Circuit Breaker before it could be unveiled to the press.
We know by its name and by Mr. Blackrock's little speech that his cannon's indiscriminate filing-reducing powers can only be used on robots, and therefore there is no danger to the general public that this cannon will be stolen and used by terrorist organizations to wreak wholesale destruction upon small puppies or coffee shops. You can all sleep safely in your unvaporized beds.
