During the Clampdown, a former member of the Primal Vanguard attacked the Relinquishment Clinic in Apophenia and shot some of the body donors. Post Hoc This event went some way towards stirring up resentment that any lunatic might be outfitted with weapons unquestioningly.

• Apophenia is a word defined as the experience of seeing connections in meaningless or random data, a reference to how the "Shadowplay" storyline starts out as several unconnected stories that run together. Also as an example, Whirl is a former member of the Primal Vanguard. He has just time-travelled into this era, he has integrated weapons, he now knows Relinquishment Clinics were a front for The Institute, and he certainly qualifies for the word 'lunatic'...
