Stakeout is an Autobot in the Generation 1 continuity family.

Stakeout is a loose cannon cop on the edge who doesn't play by the rules. He's a member of the Rescue Patrol.

Stakeout transforms into a black police car. He was sold as part of the Rescue Patrol, along with Fixit, Red Hot, and Seawatch.

This toy is identical to Holi.

Cybertron Strongarm's vehicle mode is based on that of "his hero." Since Strongarm is a black police car, it is possible that this hero is a Stakeout (or, rather, a version of him in that continuity). (On the other hand, it could be that he's just a really big fan of Streetwise.)
