Although the daughter of a diplomat, Hedda L. Pulver, code name Quarrel, is all about action. Her knowledge of martial arts and various combat weapons make her an asset to the G.I. Joe team. She is also a skilled and enthusiastic vehicle operator, such that she "drives anything that moves".

- Quarrel was originally introduced as a part of Action Force, a line of military-themed action figures that came to include G.I. Joe molds and later actual G.I. Joe characters after Palitoy got the license from Hasbro. Quarrel was derived from the mold for original G.I. Joe team member Scarlett, and originally hailed from Switzerland.
- Her original Action Force profile said she was an expert with Cantonese butterfly knives: hence the pun in Escape from Primus that she's a "Swiss Army Knife Expert".
