Stockade is a Decepticon from the Robots in Disguise portion of the Aligned continuity family.

Unlike you green recruits, Stockade has seen action. He commands an obedient legion of Cyclone Mini-Cons, who will lay their very lives on the line in the service of their esteemed commander. And that is because Stockade leads by example! Stockade will brook no cowardice on his battlefield, no-siree. Once he has outmaneuvered and surrounded any Autobot scum that come his way, they will surrender... or Stockade will take matters into his own hands. And soldier, that is not a sight you want to see, do you understand me, soldier?!
