Inhibitor collar

Inhibitor collars are devices from the Robots in Disguise portion of the Aligned continuity family.

They're also useful if you want to rob the Sierra Madre.

Inhibitor collars are devices used to incapacitate Transformers. When attached to a Cybertronian, they prevent the Transformer in question from accessing their built-in weapons systems.
