The Builder Assembly is a ruling body from the Beast Wars: Uprising portion of the Generation 1 continuity family.

In a universe where the Great War never truly ended, the Builder Assembly is the legislative body of Cybertron. Comprising the leading Builders of Cybertron, the former Autobots and Decepticons, the Builder Assembly rules Cybertronian society with an iron fist, secretly manipulating the Maximals and Predacons to endlessly fight for the Builders' amusement. Nothing could possibly go wrong with the Builders' hold on society. It is not as though their oppression would inspire someone to rebel against injustice...

The Assembly has certain rules about who can join. Only "proper" Autobots and Decepticons are allowed in. No Micromasters, Cyberdroids, or (Primus forbid) Maximals and Predacons. Any Builder who so much as associates with any of those would be lucky to get a seat.

Centuries after the golden age of the Autobots and Decepticons had passed, the Builder Assembly was at the head of Cybertronian society. Broken Windshields

At some point in the 24th century, councilors Sigil and Halogen were determined to bring some "fresh blood" into the Assembly, in the form of a fellow Decepticon, as Cross-Cut and Kudon were making the disturbing suggestion of including Micromasters onboard, and that would never do. They approached Double Punch, but made clear he'd have to drop that Predacon he was so fond of...

So Double Punch did. Some cycles later, Double Punch's first day involved him helping pass a bill tightening the regulation of flying vehicle modes to anything that hovered too far. And on returning home he was murdered by Gnashteeth, who gambled on the Assembly cracking down hard on the supposed perpetrators, the Kospegos. Identity Politics

When Eject told Lio Convoy that "the powers that be" had ordered another Cull, Lio Convoy figured that Eject was referring to the Builder Assembly.

When Polar Claw and Snarl arrested Noctorro for looking in his reflection for more than 90 nano-kliks, Noctorro protested that the Assembly had to have better things to do than come up with laws like that.

After Blackarachnia triggered Lio Convoy to see the injustice of the status quo, he returned to his post, claiming to be ready to continue his duty to the Builders. However, Lio Convoy used his security clearance to get inside the Dodecahex arena, assassinate Supersonic, and publicly broadcast the truth about the rigging of the Games. Lio Convoy then called for a rebellion against the Builders, initiating a new civil war.

The Assembly sentenced Eject to death for allowing Lio Convoy to start war on Eject's watch. However, Eject successfully appealed his sentence by forwarding his solution: clone Lio Convoy's energon matrix-infused CNA to create a powerful anti-rebellion army.
