The Council of Worlds is a polity from the Beast Wars: Uprising part of the Generation 1 continuity family.
"It is rather like sending your opening batsmen to the crease only for them to find, the moment the first balls are bowled, that their bats have been broken before the game by the team captain!"

The Cybertronian Parliament was the successor to the Builders Assembly following the Fourth Cybertronian War. Rather than a centralised global body, it's a coalition of equal member-states.

Beast Wars: Uprising

The Parliament was formed at the Hyperious summit, called in desperation a few solar cycles after the war by Lio Convoy to ensure no further hostilities. How bad the political situation was can be seen in the fact it took four solar cycles to agree on the name and "Parliament" was chosen solely because it had not been used by former governments. In its first incarnation, it was decided there would be sixteen delegates chosen by the various factions and the three largest—the IPS, Maximal Nation, and Resistance (later the League)—would each get three delegates. (The original Predacus delegation implied they were ambigious on the body.) Stiletto was the first chairbot: a compromise choice, frustrating Megatron's desires for it. She gave a famous speech about the need to keep a messy, fragile peace going for as long as possible and, with a 13-2 vote, declared the day to be Unity Day.

By the 34th century, the body had been replaced by the Convoy Council. The Inexorable March
