Council of Peers

In the continuity of the Marvel Generation 1 comic, the Council of Peers was the supreme governing body of the planet Nebulos. Its members included Lord Zarak and Galen, the latter of whom served as the head of the World Watchers, a committee charged with preserving peace on Nebulos.
