After the war ended, there were plenty of Decepticons out in the galaxy who refused to return to a peacetime Cybertron under Autobot rule. Their scattered cells formed an impromptu intelligence network, watching and waiting for a call to arms. Starscream, anticipating an inevitable existential threat back when he was in charge of Cybertron, tasked Bludgeon with assembling the remnants into an organized fighting force. They came with an impressive fleet of warships: Worldsweepers, War Worlds, Worldburners, and every other combination of "world" and "menacing word" the Decepticons ever built.
When Unicron began attacking Cybertronian-affiliated planets, Bludgeon led his newly-formed Vengeance Division into combat, pinpointing the elusive planet-eater's location through their intelligence network. Using a Bludgeon-devised stasis web to keep it from escaping, they blasted it with all the world-destroying firepower they possessed. However, this was a ruse, as it turned out Bludgeon was secretly in league with the Chaos-Bringer. Not only did the Vengeance Division's firepower fail to make a dent in their opponent, Unicron simply teleported out of the web, and Bludgeon subsequently welcomed Unicron's supporters, the Maximals, aboard.
