Megatron was held at Garrus-10 when he was tried by the Galactic Council. As the Council deliberated over their final verdict, Rodimus visited his friend for a final discussion.

Finding peacetime disagreeable with him, Whirl would turn to a life of petty crime serving out dozens of sentences, most of them in Garrus-10. He was imprisoned there when Ratchet passed away, being allowed to attend the funeral on account of being low-risk.
