Ion-neutralisers are a stationary security system. Any Transformer who wanders into an ion-neutraliser when it is triggered will be disabled in a flash of green light.

After a group of Autobots broke into Lockdown's ship while it was parked on the bottom of Lake Erie, they stumbled into an ion-neutraliser in one of the corridors. Lockdown expressed surprise that Prowl, for one, hadn't noticed the security measure before walking into it. Web of Deception
