Signal Lancer is a Velocitron-affiliated Transformer from the 2019 IDW continuity portion of the Generation 1 continuity family.

Signal Lancer turns into a stop light. Now, in another corner of the multiverse that might be a thankless job. But on the racing world of Velocitron, Signal Lancer is invaluable, working as the signal to start the planet's most important race, the Speedia 500, and acting as an officiant for the race.
