José Sant'anna

José Sant'anna is a Brazilian voice actor.
He is one of the most recognized voice actors in Brazil, being around since the 80's.
Other roles he played include Duke from G.I Joe, Two-Face on Batman - The Animated Series, The Joker on the movie Batman Beyond: Return of the Joker, he was the narrator on Silverhawks and played a gazillion more characters on other cartoons.
His delivery of Starscream is dead-on to the one Chris Latta did. So much in fact, that many people still don't believe he played both him and Duke, where he used his natural and manly voice.
He was also the voice of Willie Tunner on Alf.
Yep, he was! And he was awesome!
