- The Satellite Penitentiary inmates are Decepticons from the Victory cartoon portion of the Generation 1 continuity family.

The "Satellite Penitentiary inmates" are Decepticons imprisoned at the Planet Micro Satellite Penitentiary on the moon of planet Micro. Nearly all of them are Micromasters, but some guzzlers are incarcerated there as well. All of them apparently have committed "heinous crimes".

The inmates were at work when one of them fell into one of the canals leading to the large basin in the center of the prison complex. Though some of the other prisoners showed concern, no one came to his aid and he was flushed away to his death.
Shortly after, the inmates were freed by Hellbat, who was on a mission with the rest of the Breastforce to free their old comrade Guyhawk from the prison complex. He urged the inmates to take up arms and join his colleagues in the battle outside with the guards and Autobots, lest they be locked up again. The inmates responded with enthusiasm and ran over Hellbat on the way out.

The inmates gave the Breastforce the edge they needed to win the fight, though not just because of the greater numbers. Somehow, Star Saber was convinced the inmates were only being manipulated (not entirely untrue, admitted, but still a weird interpretation of criminals shooting at you) and denied his team to shoot back at them. The inmates would presumably have ended up killing them if not for an explosion in the prison's energy chamber, which made the facility a particular dangerous place to stay. Since the Breastforce earlier had set the complex adrift in the moon's lava sea, the inmates had little choice but to accept Star Saber's offer to get aboard Galaxy Shuttle.
Brought to safety at spaceport 4, the inmates were witness to Greatshot and Holi becoming BFFs. Rescue! Guyhawk
Notes

- The inmate that dies early in the episode later can be seen shooting at the Autobots.
- Most of the inmates look unconventional for Micromasters, possessing rounded body parts, horns, spikes and other such attributes otherwise only seen on guzzlers. One of them even looks like he has an insect altmode—normally, Micromasters have a vehicle for altmode.
- As an aside, true Decepticon Micromasters are rare in Japanese canon. The Satellite Penitentiary inmates make up about 4/5th of the total number.
- A generic being crushed by Shattered Glass Goldbug in his Magic: The Gathering card art was drawn to resemble one of the inmates, albeit in a different color scheme.[1]
