Cerebros is simply a mindless drone who is the key to controlling Fortress Maximus. Like his G1 form, he is a Headmaster. Unlike G1, Cerebros is the small headmaster, and becomes the Emissary's headmaster, which in turn becomes Fortress Maximus' head.
