Little is known about Uncle Charles other than that he is Sam's uncle and is either Ron or Judy's brother. He is mentioned when Sam is chasing down the "guy" stealing his car and sees it transform. Apparently Charles gave him a stack of pornography magazines, as Sam confessed on his cellphone after trying to say that they belong to Miles.
