This is possibly the only reference to the stage 3/6 sideroom character in Transformers: Mystery of Convoy (1986) for Famicom. He is referred to as "a strange uncle," although, oji-san can also be translated to "old man." Considering this character is altogether an homage to the Uncle Carl (Curl) character from the Meiji snack commercials, could it mean its actually Uncle Carl or just a clever play on words?
