"Zeta Prime" is not one typically associated with the Thirteen, usually being a character representing one Optimus Prime's predecessors. As the 13th member of the Thirteen's identity is traditionally kept vague, Zeta takes that role in the film's depiction of the Thirteen, due to the need to portray them in a more direct fashion than usual.
Zeta Prime's first reference to being part of the Thirteen may have been from Cyberverse where Starscream claimed one of his Scraplets was Zeta himself.
