Ratchet was a part of the same mining unit as D-16 and Orion Pax. After Jazz was nearly killed by a collapsing mineshaft, Ratchet checked on the miner.

Following the Iacon 5000, "Dr. Ratchet" was called to tend to the injured racers. One

• It's not clear if the namechecked, off-screen "Dr. Ratchet" is the same character as the never-explicitly-named-in-the-film miner who looks like Ratchet who also happens to tend to injured 'bots. It wouldn't be the only name/likeness kerfuffle in the film. It's likely, but, well, we have to point this kinda thing out.
