Paweł Szczesny

Paweł Szczesny (b. May 21, 1963) is a Polish actor and voice actor. In addition to his long-running role as Victor in the Thomas The Tank Engine franchise and Destro in G. I. Joe Renegades, he's also provided numerous voices for the Power Rangers, Scooby-Doo, Naruto, Pokémon, and Penguins of Madagascar franchises. He also voiced Zoltan Chivay in all three Witcher games.
