Housing the Autobot High Council and the Council of Ancients, the High Council Pavilions were the center of government on Cybertron.

The High Council Pavilions were the main center of government in Iacon before and during the Great War. After Optimus Prime became leader of the Autobots, a Decepticon assassination squad managed to breach the Pavilions security and nearly succeeded in killing Prime. The War Within #1 Later, the High Council Pavilions became the Autobots main base when Shockwave launched an attack on Iacon. The War Within #3 When Starscream activated the planetary mechaforming substructure, the High Council Pavilions were destroyed along with most of Iacon. The War Within #5

After Optimus Prime and Megatron's disappearance caused the Autobots and the Decepticons to fracture, the ruins of the High Council Pavilions served as the base of the Protectobots. Escalation Despite the ongoing Border Wars, the Autobots or Neutrals found time and resources to rebuild the High Council Pavilions. Starscream had some of it destroyed The Age of Wrath and the rest followed suit during the next 2.5 million years.

Once the Great Shutdown came to an end, Iacon was rebuilt again in an Autobot-Decepticon team effort. The High Council Pavilions were also rebuilt. More than Meets the Eye #8

Beast Wars: Uprising

Located in Iacon, the High Pavilion had been Cybertron's seat of government since time immemorial. In the 24th century, it was the seat of power of the Builder Assembly and located underground.

When the Vehicons began to turn the tide of the Grand Uprising, the Resistance made a charge towards Iacon, prompting the Assembly to rescind General Order 66 to allow their new troops to defend the city. Arriving ahead of their foes, the Resistance gained entrance to the Pavilion only for Galva Convoy to convince Ratbat to surface the structure. When Lio Convoy confronted the Assembly, they sought to turn him into a Vehicon only for Galva Convoy to betray his masters and turn the Assembly into Vehicons. Derailment
