The "Tripredacus Council's tower" is one of the structures from which the Tripredacus Council operates and presumably is their main hangout on Cybertron. Its walls are covered in screens with which the Tripredacus Council oversees all that occurs on the planet.

The Tripredacus Council summoned Magmatron to their tower to discuss the need to keep the Maximals ignorant of the trouble Megatron was causing on Earth. Magmatron assured them that he was monitoring all Maximal channels and that none mentioned anything relating to the renegade. The Gathering #1
