Powell Motorworks is a Detroit-based automobile manufacturer, and a major supplier of the Detroit police department. Given that Porter C. Powell is their CEO, it's rather unsurprising that they're not the most ethical corporation around.

Animated continuity

To capitalize on the popularity of the Autobot Bulkhead, who had adopted their SWAT assault vehicle as his alternate mode, Powell Motorworks introduced the Bulkhead mega van. While Porter C. Powell's introduction of the vehicle at the Annual Auto/Robo Show was crashed by the irate Bulkhead, he took advantage of the situation and used a heavily edited version of the Autobot's denunciation as an endorsement. The vehicle soon became ubiquitous on the streets of Detroit, prompting Powell to launch a Pimp My Bulkhead competition.
