Indeed, this is the first verifiable evidence we have that Shockwave has proven that Prime has (had) the Creation Matrix, as opposed to just suspects that he has it.
It's clarified in the strip "Wrath of Guardian" that when the Constructicons were created it used up the last vestiges of Matrix power that was in Prime's mind.
