In Transfomers fiction

He discovered that his entire universe was in danger of being overwritten by another. Using the dimensional interfacer machine he had invented, he sent six cyborg warriors--three Guardians, three Renegades--into Axiom Nexus to investigate. Withered Hope

"Doctor B" is pretty obviously meant to be Doctor Braxis, the human scientist from the Challenge of the GoBots cartoon. In that show, Braxis plays largely the same role for the Renegades that Doctor Arkeville plays for the Decepticons in the G1 cartoon.

The main difference is that while Arkeville appeared only in the three "The Ultimate Doom" episodes and "Countdown to Extinction," Braxis was a recurring character throughout the entire series' run. Whenever Cy-Kill needed scientific expertise, he almost always turned to the human. Depending on Cy-Kill's mood, Braxis was treated as anything from "marginally better than disposable" to "full-fledged fellow Renegade."

The dimensional interfacer used in "Withered Hope" made its debut in the two-part "Invasion From The 21st Level" episode.

Braxis swung from smugly confident to panicky shrieking at the drop of a hat, and his portrayal by famed character actor Rene Auberjonois was arguably the voice-acting highlight of the show (possibly barring Peter Cullen's turn as three other Renegades: Pincher, Spoiler, and Tank).
