Electro-sanitizers are internal components from the cartoon portion of the The Transformers franchise in the Generation 1 continuity family.
But why is it green?

Much as white blood cells do in humans, electro-sanitizers keep Transformers' internal workings clear of foreign invaders. They take the form of electrically-charged rings which travel through Transformer infrastructure on cables, arcing electrical discharges as they go.

As Perceptor, Bumblebee and Brawn were moving around inside Megatron's body, having shrunken themselves with Perceptor's trans-mat reductor beam, they were threatened by the approach of a number of electro-sanitizers. Perceptor warned the other two Autobots to keep down, however Brawn was sick of hiding and decided to fight back. After a brief struggle, he successfully destroyed the two electro-sanitizers.
