His is the thankless and risky job of making sure all the violent, intoxicated yahoos who put to sea on his world obey the proper safety precautions and legal limits. Not only does he get no respect from the public, he also can't risk complaining too loudly or even issue the necessary safety warnings that are part of his job, under threat from the menacing and seemingly all-powerful Pequod Ministry of Tourism.
See, it's all psychological. You yell "barracuda!", everybody goes "huh? what?". You yell "klud," you've got a panic on your hands.

When Pincher and Doubleheader tracked a deranged Longtooth to Pequod, they interviewed the harbor-master about their lost comrade's whereabouts. In between barking futile orders at hostile tourists, the harbor master tells the Autobots of recent strange happenings, concerning the apparent reappearance of the klud, an almost legendary sea monster presumed to have been extinct. The depredations of the klud had been falsely passed off as mere "boat accidents" by the Ministry of Tourism--by discussing the truth, the harbor master feared for not just his job but also his life.
Notes
- The harbor master's head is that of the dugong, or "sea cow," an endangered marine mammal.
- Though he certainly isn't a Transformer, the harbor master's general appearance--giant armored humanoid with a marine mammal head--makes him look strikingly similar to Longtooth himself.
- The situation in which the harbor master finds himself is a reference to Chief Brody from the film Jaws.
