Walter Barnett is an agent of the Intelligence and Information Institute, specifically charged with working out how to deal with the presence of alien robots on Earth.

He is responsible for hiring Donny Finkleberg to play the role of "Robot-Master," and has also supervised the activities of the Rapid Anti-robot Assault Team, commonly known as RAAT.

Stevie Barnett

Stevie is Barnett's young son and a frequent inspiration for solutions to Walter's occupational crises. Stevie is apparently one of the few people who ever read Marvel Comics' Robot-Master comic book, leading to the government's creation of a "real" Robot-Master, and the owner of several radio-controlled toy cars that Walter later used to house the Throttlebots' electronic brains.
