Forrest Forsythe is a human from the Generation 1 continuity family.
Soon the Rebellion will be crushed and young Skywalker will be one of us

Forrest Forsythe is the head of the the Intelligence and Information Institute, the part of the United States government tasked with dealing with the presence of alien robots on Earth.

He is not a nice man.

In the face of escalating Transformer activity, and lacking the ability to deal with the problems militarily, Mr. Forsythe put pressure on his top man, Walter Barnett, to manage the publicity surrounding the incidents.Rock and Roll-Out! To that end, he invited G.B. Blackrock to share what he knows with I.I.I., though he cut the industrialist short once G.B. started to espouse the theory that there are two warring camps of robots. Forsythe presumably signed-off on Barnett's plan to have a supervillain take credit for the various attacks.I, Robot-Master!

When reporter Joy Meadows began to sniff around the cover story, Forsythe made silencing her (permanently, if necessary) a priority. To that end, he accelerated Project Centurion. After the controller of this I.I.I. asset, Professor Morris, went rogue, Forsythe ordered all the evidence linking Triple-I to the Centurion destroyed. He then taunted Morris with this information. After Barnett manages to capture six Autobots, Used Autobots Forsythe found himself dealing with an escalation in Decepticon activity. When he made a public announcement that the six captives would be destroyed if the attacks did not cease, the Decepticons quickly initiated another assault. True to his word, Forsythe presided over the apparent execution of the captives.

Ratbat then lead an attack on I.I.I. headquarters to confirm the death of the Autobots. Forsythe attempted to defend against the attack, ineffectually. Razorclaw inadvertently confirmed what Forsythe had failed to believe, namely that Autobots and Decepticons are indeed at war with each other. Toy Soldiers!

Forsythe was informed that Barnett had disobeyed orders and saved the brain modules of the Autobots, but forgave him in light of his new understanding of the conflict. Together they oversaw a United States Navy assault on the Decepticon's desert island base, but were stymied by the presence of a human hostage. During this, Forsythe bristled at the prospect of taking orders from a toy car, even if it was in fact an Autobot veteran. The Desert Island of Space!

Notes

Barnett's hair color changes a lot, sometimes from panel to panel. He's variously had white, brown and blond hair.
