Located in Quadrant Epsilon, the Detention Banks keeps various individuals deemed to dangerous to walk around locked away.

It has absolutely lousy security.

Shockwave needed a diversion for Ultra Magnus, so he sent Frenzy and Rumble to the Detention Banks to reactivate the Stunticons/Menasor. Their orders were to go undetected, which they pulled of without much effort until Starscream (G1) made his presence known to them.
