Alec Willows is a Canadian voice actor. Some of his other voice acting roles include Oolong in the first English dubs of Dragonball and Dragonball Z and as the Mayor of Townsville in the English dub of Powerpuff Girls Z.

He has the most awesome evil cackle ever.
