High Councilor Halogen is a member of the High Council of Cybertron from the Transformers: Prime continuity family.

High Councilor Halogen was the longest serving member of the High Council in the last days before the Autobot/Decepticon War began. His district included many of the less reputable parts of the planet, including Blaster City and the Badlands. His greatest political ambition was to annex the neighboring Hydrax Plateau. Unfortunately he'd been struggling to do this for so long that anything he said or did was immediately assumed by all to be a grab at the plateau.
