Utah

A Rocky Mountain state located within the United States of America, Utah was first permanently settled in 1847 when members of the Church of Jesus Christ of Latter-Day Saints, under the leadership of Brigham Young, decided to flee westward in order to avoid mob violence and persecution back East. However, a "war" brought about by a false report of rebellion and a series of legal battles between the citizenry and the US government over individual and personal religious rights (long story) delayed its admittance to the Union until the 1890s.

In addition to being the location wherein the Transcontinental Railroad met, Utah is also the real-life home to several key military installations such as the now-defunct Wendover Air Force Base in Wendover (where the Enola Gay's crew trained), Hill Air Force Base in the Ogden Metroplex, Tooele Army Depot, and Dugway Proving Ground.

In some versions of the fiction, it was also at one point home to a certain special operations team with the "loosest dress code in the military".
