I don't think so. Magnum was pretty specific in A Team Effort about naming the fourteen Warlords, past and present, and didn't include either of those names even among the previously vanquished Decepticons. I think Rage was just a thug with delusions of grandeur, no seat at the War Council. And Shadowcaster was a puppet for Deathsaurus it seems. --Xaaron 22:25, 14 December 2010 (EST)

Makes sense, the story does place (an absent) Shockwave on the War Council in the epilogue.
