Earthquake was once a great warrior, an ambitious bot who thought he could rebel against the Decepticons. Now he's a bit too dead to rebel against anything.

Earthquake tried to rebel against the Decepticons and got himself caught. Given his choice of punishment, he opted for Trial By Combat, where he faced his former comrade Tornado. Despite apparently being able to "WARP THE VERY SURFACE OF CYBERTRON!" he didn't make it out alive. In fact, neither of them did.
Watching this on a tape years later, Megatron thought that this would be a good way to rid himself of Starscream. The Enemy Within!
IDW comics continuity
Long ago, Earthquake was a member of Squadron X, a team of Decepticons which served as a brutal counterpart to the Autobots' Wreckers. Their rivalry came to a head on Pova, and victory seemed within their grasp when Springer was trapped under rubble. Earthquake, Tornado and Macabre advanced on the Autobots' position, but Impactor fired through Springer's torso at them, and this surprise tactic turned the tide against them. Earthquake and the others were put in inhibitor harnesses and contained, ready for justice.

According to Fisitron's Wreckers: Declassified datalogs, Earthquake and the rest of Squadron X were able to somehow escape their harnesses, forcing the Wreckers to execute rather than imprison them. Last Stand of the Wreckers #4 The true story is that, for political reasons, the Wreckers had to let them go.
And Impactor decided he'd rather lock himself in their cell with a handgun and not come out until they were all gone. Last Stand of the Wreckers #5
