Waver is an Autobot from the Victory portion of Generation 1 continuity family.

Waver (ウェーバー Wēbā) is typically the lower half of the Multiforce combiner Wingwaver and the thighs of giant Landcross. The strong, silent type, Waver seems to have no problems with sitting around the oddest places in his hydrofoil mode during firefights. He also seems to have no problem perpetually being the legs to Wing's torso. For all he says, Waver might be mute, but he certainly manages to make his presence known when supporting his teammates in their combined forms.

During an attack on Wingwaver in space, Waver turned into a boat and sat on a metal beam. Sneak Attack! Dinoking During an attack on a power plant, Waver turned into a boat and sat on the beach. During an attack on a man-made island, Waver did NOT turn into a boat and evacuate people. Go figure. One time he was able to drive across the ground in boat mode. Huh. Awaken! Victory Leo

Waver transforms into a white hydrofoil of unknown design. He came packaged with his partner, Wing, and combines with him to form the lower half of Wingwaver. He can also form the midsection of the super robot Landcross.
