Carly Brooks-Spencer[1] is young, but she's accomplished. Smart, confident, and savvy, she handles even life-threatening situations with an adept calm. She once met Sam Witwicky at the White House, and will probably bump into him again...

Carly was working a career fair in Philadelphia when the Decepticons targeted Sam Witwicky and his Autobot friend Bumblebee for harboring their escaped "pet", Brains. As the place became a battlefield, Carly quickly proved capable of defending herself. Seeing that Sam was about to be killed by Space Case, Carly used a weapon attached to one of the fallen Transformers around her to fend off the Decepticon. After saving his ass, they realized that they had met before, albeit under less deadly conditions.
Soon, the pair were saved from subsequent danger by the arrival of the rest of the Autobots. Rising Storm #3

Dark of the Moon film

On the day President Obama awarded Sam Witwicky with a medal for saving the world twice at the White House, Sam met Carly Spencer. At that point Carly worked at the British embassy.
Despite getting off to an awkward start, the two young adults were attracted to each other. Soon Carly moved in with Sam, and she got a job as a secretary for Dylan Gould, CEO of a major investments company and car enthusiast, who was also taken by her beauty. At some point she also met up with the decommissioned Autobots Wheelie and Brains.
Carly encouraged Sam and appreciated him for who he was. She even bought him a “lucky bunny” as a positive motivator for his impending job interviews.
Later, after getting a job at a Accuretta Systems, Sam visited Carly at her workplace where she was pleased to see him. Sam also met Dylan for the first time, and his joy turned to anger and jealousy when he realised that Dylan was infatuated with Carly. His jealousy was further exasperated when he gave Carly a very expensive Mercedes-Benz SLS AMG.
Carly later became annoyed when Sam decided to focus more on his work with Simmons on figuring out what the Decepticons were doing, rather than going to Dylan's party with her. At the party, she was shocked when it turned out that Dylan was a Decepticon collaborator. He then took her hostage, locking her into her SLS AMG which revealed himself to be Soundwave, and as she was being menaced by Soundwave's tentacles, Dylan forced Sam to cooperate.
During the invasion of Chicago, Sam, with the help of Bumblebee, launched a rescue mission for her, rescuing her and killing Laserbeak before using a fallen drone to relay what she knew of the Decepticons' plans to NEST. Afterwards, Carly traveled with Sam and Epps' team to stop the pillars from bringing Cybertron to Earth, being attacked by Starscream in the process.
While Sam headed off to stop the space bridge, Carly had an encounter with a defeated Megatron. After brushing off Megatron's threats, she managed to convince him that he was once the Decepticons' leader, and that once Earth was conquered, he would be nothing but Sentinel's "bitch". Her statement made an impact on a furious Megatron, who then proceeded to help Optimus in his fight against Sentinel Prime, leading to his own and Sentinel's death.
After the battle was won, Carly reunited with Sam, admitting their feelings for each other. Bumblebee then took this opportunity to bring out some rings and play the wedding march to get Sam to propose, but Sam told him that he needed to slow it down.Dark of the Moon
