We don't know much about Chief Justice Tyrest except that he's tall, green and yellow, be-winged, and a Chief Justice.

Chief Justice Tyrest sat in on the Aequitas trials, where offending Autobots were sentenced for the atrocities they'd committed. He agreed that the trials would be kept secret until the war's end, and then there'd be a full disclosure. Last Stand of the Wreckers #5

Both factions in the war follow the Tyrest Accord, a treaty to prevent Transformer tech falling into the hands of other races.

Later, Tyrest was no longer an Autobot and had been recognized as neutral by the Galactic Council. Because of this, he was suggested as the third party who should run Megatron's trial. Chaos Theory Part 1
