No Decepticon with sense wants to join the K-Class. It's one thing to risk sacrificing your life for the cause, even to the point of near-certainty, but the K-Class are outright kamikaze - re-engineered to transform into bombs, with tightly-integrated explosive warheads to match, they have a life expectancy in seconds once they jump from the jet and auto-transform into bomb mode.
Consequently, conscription is not unheard-of, particularly of those already languishing in Decepticon prisons such as Styx.
