Prior to the Great War, Flatfoot of Polyhex Minor was the head of the organization. At the time, Prowl and Chromedome were attached to the division and were investigating a string of murders seemingly associated with the growing Decepticon movement. Flatfoot confirmed to the media that the murder of Senator Sherma and Momus was the result of two pro-functionist agitants that were trying to escape an I.M.D. investigation.
