Ore-14 is a variety of energon. It has the power to "resurrect" Transformers and even entire cities.

Fiction

IDW Generation 1 continuity

As part of his Regenesis project, Shockwave seeded the former site of Crystal City on Cybertron with a potent dose of energon. Over 600,000 years, it developed the property of resurrection, recreating the fabled Crystal City after the rebirth of Cybertron in the aftermath of the D-Void's attack and again after a Metrotitan exploded and destroyed the city.

In the midst of the Decepticon takeover of Cybertron, Shockwave took his leave to pursue his agenda and took Dreadwing to Crystal City. There, he shot through his chest to test out the qualities of the Ore-14 he had sown so long ago. Dreadwing was soon revived and Shockwave moved on to his "Final Cataclysm", which Ore-14 was key to.
