Are Steeljaw animals?

His toy list him as a Decepticon, which I know is the catch all bad guy faction this year, but also seems to imply their robotic in nature. Also in the movie, they look pretty mechanical to me. Perhaps a modified life form like Laserbeak and Ravage?
