Blip is a Decepticon from the IDW portion of the Generation 1 continuity family.

Blip is the Dark Assassin, Devourer of Souls, and Propagator of Infinite Sin. Or so he likes to think. In reality, he shares the same body type as his brother, the Terrorcon Blot,[1] and is sometimes mistaken for him.

Fiction

IDW Generation 1 continuity

Blip claimed to be a Sparkeater and endowed himself with grandiose titles. Ultra Magnus was unconvinced of his claims and arrested him. The Chaos of Warm Things

Later, after the end of the Autobot-Decepticon war, Blip was a member of Hun-Gar's crew when it joined up with Snap Trap's forces. In order to procure energon, the combined forces invaded Sensensica, the capital city of the planet Temptoria, and began using "pink alchemy" to convert the tissue of its inhabitants into fuel.

When the Autobot crew of the Lost Light initiated an attack to liberate the city, Blip was called to the control room of the pink alchemy facility, "the Battery", by Nautilator, who had spotted the assault group dropping from their ship on the monitors. In the battle that followed, the two Decepticons ended up in a confrontation with Whirl and Cyclonus, and Blip was felled by a blow to the neck from the latter. Before & After

Blip was imprisoned on board the Lost Light and brought back to Cybertron, where he and the other prisoners broke out and attempted to rescue Megatron from his trial. Unfortunately Megatron was unwilling to leave and the Decepticons found themselves defeated again, with Blip himself getting beaten down by Optimus Prime. Predestination: A Beginner's Guide
