James Savoy is a human from the Age of Extinction portion of the live-action film series continuity family.

Not all of the humans emerged from the Autobot-Decepticon war on Earth with a happy ending. Having lost a sister during the Battle of Chicago five years prior, James Savoy joined Cemetery Wind, a faction within the CIA led by Harold Attinger which seeks to eradicate all Transformers, be it Autobot or Decepticon. Savoy acts as the ruthless field commander and the eyes and ears of director Attinger, and will not hesitate to pull the trigger on civilians to get his job done, be they alien or human.

Working under Attinger's orders, Savoy led a team to a derelict cruise ship and launched an attack on the Autobot Ratchet, who was hiding there. After driving the Autobot out of hiding, Savoy managed to cripple the Autobot medic by blowing his legs off. Ignoring the Autobot's pleas for mercy, Savoy coldly stated that he would not get any mercy from him. Lockdown intervened at this point, opening fire at Ratchet, and Savoy's team fired on Ratchet until the Autobot was rendered immobile, at which point Lockdown showed up and ripped out his spark.

Later on, working on a lead given to him by Attinger, Savoy led a team to Cade Yeager's farm. Attinger, remotely monitoring Savoy's conversation with Yeager, caught on to the fact that Yeager referred to the truck as a 'he', prompting Savoy to hold him and his daughter Tessa at gunpoint. Despite the Yeagers' pleas of innocence, Savoy was ordered to execute Tessa, an order he would have followed through if Optimus Prime had not intervened. Optimus Prime and the Yeagers attempted to escape, causing both Cemetery Wind and Lockdown to pursue them. However, despite a chase throughout a nearby town, Optimus and the Yeagers not only succeeded in escaping from them, but also managed to wreck several KSI vehicles in the process. Attinger was extremely displeased, and confronted both Savoy and his team. Savoy did not take this lying down, however, and after an exchange of words managed to mollify Attinger.

Later, after their deal with Lockdown was concluded, Savoy was part of the helicopter team which retrieved the Seed from the mercenary's ship. Savoy and Attinger delivered the Seed to Joshua Joyce in the Hong Kong KSI facility, and witnessed the fallout between Attinger and Savoy. When Galvatron attacked, Savoy escorted Attinger to safety. Upon Joshua's seeming betrayal, Savoy commented that the businessman was an idiot for thinking he could outrun the CIA. With orders to kill them all, Savoy finally managed to chase not only Joshua, but the Yeager family as well into an elevator on a rooftop in Hong Kong, opening fire on them.

Cade Yeager ended up drawing Savoy's attention, and the two began a harrowing chase throughout the rooftops and walls of an apartment complex. While Savoy initially had the upper hand and nearly caused Cade to drop to his death, the inventor managed to enter a small house. Savoy followed in and an evenly-matched fist fight ensued. Savoy resorted to pulling out a knife, but Yeager managed to expertly lob a rugby ball into Savoy's face, distracting the CIA agent enough for Cade to push him out of the window to his death.
