Mass recalls are an atrocity from the IDW portion of the Generation 1 continuity family.

A mass recall is how the Functionist Council ensures that everyone's shape serves a purpose: by picking out all the folks whose shapes don't serve a purpose, and removing them from "everyone," typically by activating their obsolescence chips.

In other words, it's genocide.

Following the sale of Luna 2 to the Black Box Consortia, the Functionist Council recalled the astro class Lunabots, although one of them managed to somehow survive the detonation of his obsolescence chip and made a break for it at a spaceport where he was executed by two Functionaries. Shortly afterwards, the Council decided that the data slugs' ability to store large amounts of data (which could threaten their ability to rule) outweighed their usefulness and ordered that their obsolescence chips be detonated. Thanks to Dominus Ambus disabling his chip, Rewind believed he had escaped the purge until the Council revealed that they had also installed a back-up which they promptly detonated.
