Garboil is the police commissioner of a major city. A seasoned and hard-bitten lawman, Garboil will even backtalk the mysterious vigilante Batbot. He has a bit of a cy-gar habit.

Garboil was waiting impatiently with Howlback by the Batbot Signal when Batbot finally deigned to show up. The commissioner notified Batbot that the criminal master of puzzles Blackcat had escaped from Garrus-9.
