Charles is a human from the 2005 IDW portion of the Generation 1 continuity family.

Charles was a cop before the all-out Decepticon invasion of Earth. He's carrying a grudge.

2005 IDW continuity

Charles' son was killed by Rumble at some point during the Decepticon invasion. He joined Spike, Sarah, and Bridge in an attempt to secure an experimental weapon hidden in the city. Spike managed to retrieve the weapon, but Rumble showed up to menace them. Charles got some much-awaited payback for his son's death by shooting Rumble in the face with a bazooka, knocking the Decepticon offline. All Hail Megatron #9

Charles later accompanied Spike and the others to the final battle, where he witnessed Megatron's defeat and the withdrawal of Decepticon forces from Earth. All Hail Megatron #11 All Hail Megatron #12
